This is a Joe Smith figure puppet from the 2004 movie Team America: World Police. Joe was one of the original Team Members (the one from Nebraska that flies the helicopter) and is seen throughout the movie. Several different scales of puppets were made for the film, and this is the smallest scale. It was originally a generic action figure painted to look like Joe in his Team America gear. This figure was used in the scene when Kim Jong-il manages to defeat the Team and they crash in the ocean. Just before his helicopter is blown up, he jumps out and parachutes into the water. The scene of him floating into the water was also done with action figures like this.
