From the 1988 classic stop motion series Gumby Adventures, this is the puppet of Thomas Jefferson. This exact puppet can be seen in the opening intro of Gumby Adventures when Gumby glides across the red and green checkerboard and  throughout the episode “The Astrobots”. This puppet comes on the original base used in the opening sequence along with being signed on the bottom by Jay Davis, one of the key crew members of the Clokey Production team.
